Mankiw > Kremer & OudinAfrika....
Greg Mankiw writes in his blog (or is it on his blog - English is stil my second languagae...) that he was asked about giving. He did not know what to answer so he asked Michael Kremer - who wrote earlier (2006) about Oud in Afrika:
"The condition of the elderly in the developing world is one of the most severe and most neglected problems in the world and Oud in Afrika is to be commended for being one of the few organizations to address it."

Cash transfers have become an increasingly popular way of providing social protection in low-income African countries. This study aims to find out more about the impact of social pensions for older people and the combination with child benefits in older people headed households, and what can be learnt from the experiences with this approach in the Kwa Wazee project in Tanzania. This is a joint publication from HelpAge International, Regional Psychosocial Support Initiative (REPSSI), Swiss Agency for Development and Cooperation (SDC) and World Vision International.
The KwaWazee pensions fund was started at the end of 2003 in rural Kagera in northwestern Tanzania, an area severely affected by the consequences of HIV and AIDS. By 2007 nearly 600 older people received a monthly pension of Tsh. 6,000 (an equivalent of US$ 5 in April 2008) and Tsh. 3'000 per child, if they are main carers.
This study provides:
• an assessment of the impact of pensions and child benefits on older people and of the cost-effectiveness and implementation of the project
• an assessment of the impact of pensions and child benefits on grandchildren
• a summary of national and regional policies for social protection aimed at older people in Tanzania and an exploration of the lessons learnt from the KwaWazee pensions fund
For the study, both quantitative and qualitative tools were used. A special focus was laid on the rarely explored area of psychosocial wellbeing of older people and its inclusion of children in an impact assessment of cash transfers through activity-based workshops is, the authors argue, probably unprecedented.
The review shows that:
• investment in social protection and social transfers in particular are an effective way of targeting the most marginalised and the poorest men and women in developing countries
• universal non-contributory pensions help to deliver development outcomes across generations;
• social pensions have direct benefits across families and communities, thus tackling the intergenerational nature of poverty; and
• social pensions are an important response to HIV and AIDS and an effective strategy of providing support to older carers and reaching vulnerable children
The authors conclude that although the impact of the KwaWazee Programme as perceived by the beneficiaries is high, the sustainability of the programme is a challenge. This is because the pension scheme operates as a small localised programme and it has not been integrated into the district plans. As learned from the experiences from other countries in the region, scaling up and sustainability of such programmes is possible with government commitment. Also, forging linkages with the district council is imperative when implementing such programmes, so that such future programmes activities can be integrated into the council plans and implemented using council funds.

The misallocation of (US) foreign aid....
Ethiopia, one of the poorest countries in the world, has a largely agricultural economy and suffers from periodic famines. Yet in 2007, about 50 percent of U.S. assistance to Ethiopia went to HIV/AIDS prevention, 38 percent to emergency food relief, and 7 percent to child survival, family planning, and malaria prevention and treatment. Only 1.5 percent went to agriculture, 1.5 percent to economic growth, 1.5 percent to education, and 1 percent to improving governance.

In Kenya I recently met with Andrew Youn from the OneAcre Fund. This fund is doing exactly what above is sggested; develop the potential tha is lying unused or marginally used in a lot of developing countries / areas.
I therefore think Andrew is an example of "Development Aid 3.0" on which I will post soon.(have a nasty flue right now and a lot of other work waiting...)

Oud in Afrika in de National Geographic....
In het november nummer van de Nederlandstalige National Geographic staat een artikel over Oud in Afrika.
"Baby's die nu op Madagaskar rondkruipen, zullen zo'n 62 jaar oud worden. Het eiland heeft de hoogste levensverwachting van heel zuidelijk Afrika.
Dat komt vooral doordat op Madagaskar slechts 0,5 procent van de bevolking seropositief is. In Swaziland, dat met 32 jaar de laagste levensverwachting kent, zijn bijna vier op de tien volwassenen besmet met HIV.
Ook factoren als voeding, zorg en gewapende strijd bepalen de levensverwachting. Net als in de rest van de wereld slaat ondanks de aidspandemie ook in zuidelijk Afrika de vergrijzing toe. Hoewel dankzij de van oudsher hoge vruchtbaarheidscijfers het aandeel van de ouderen in de bevolkingsopbouw beperkt blijft, zal het aantal zestigplussers de komende 22 jaar verdubbelen tot 69 miljoen.
Nergens anders stijgt het aantal mensen van 60 jaar of ouder zo hard.
Deze demografische verschuiving zal niet zonder gevolgen blijven. Vrijwel geen enkel land in de regio voert sociaal beleid dat rekening houdt met zo veel ouderen.
Zuidelijk Afrika, dat al sinds mensenheugenis vertrouwd is met het begraven van zijn jeugdigen, zal een manier moeten vinden om met ouderdom om te gaan."

Sneller dan verwacht.....
Sneller dan verwacht zijn ze er weer; Thika tassen.
De Mwitirithia Self Help Group in Kiangombe - Thika Town had een paar weken geleden al weer aardig wat tassen gereed en na prijsonderhandelingen hebben we gehoor gegeven aan hun verzoek tot een hogere prijs.
Want alles wat met eten te maken heeft, maar ook de grondstoffen voor de tassen, het rijden met de matatu (minibusje), echt alles is 20 tot 25% duurder geworden (en soms meer) sinds begin dit jaar.
We hebben hen omgerekend 13 Euro per tas betaald en dat wordt dus ook de verkoop prijs hier.
Inmiddels zijn ze dankzij de hulp van Macheo Children's Centre - Marnix - en Wings of Support - Yvonne - in Nederland aangekomen.
Bestellen kan dus vanaf heden !

Vrije val ... ?
Vanmorgen terug gekomen van twee weken Kenia en Ethiopië. Alle partners van Oud in Afrika zijn bezocht. Meer informatie en foto's volgen.
Met een BNP (GNI) van U$ 160 per jaar valt er niet veel te 'vallen' in Ethiopië en zeker niet in west ethiopië waar deze foto vorige week is gemaakt (Alecu - Dembidollo).
Feiten over Ethiopië staan hier.
Zie ook de GNI lijst in Wikipedia waar een wat hoger cijfer wordt weergegeven maar Ethiopië staat hoe dan ook ver onderaan in de landenlijst.

Reis...
Aanstaande zaterdag gaan Marjo en Henk van Stokkom op reis naar Kenia en Ethiopië. Ze gaan niet alleen. Een echtpaar dat al jaren geldelijke steun verleend aan de partners in Afrika - via Oud in Afrika - gaat mee.
